For weeks in our countdown updates, we flagged the same problem: restriction details for World Cup match days hadn't been published. Residents near Hard Rock Stadium didn't know what streets would close, what activities would be restricted, or how daily life would change on the seven days between June 15 and July 18.

The answer is now public. The City of Miami Gardens enacted Ordinance 2025-003-483, establishing a "Clean Zone" around Hard Rock Stadium for all FIFA World Cup matches. The ordinance restricts activity on public streets, sidewalks, rights-of-way, and city-owned property within a defined perimeter during stadium events.

What is the Clean Zone?

The Clean Zone is a temporary restricted area around Hard Rock Stadium activated on each of the seven World Cup match days. Within the zone, specific commercial activities, unauthorized parking, and certain uses of public space are suspended to manage the heavy pedestrian traffic.

The city's official language: "The Clean Zone is established to allow convenient use of the public street, sidewalk, public-right-of-way and any other City-owned property within the restricted area during stadium events. Due to the anticipated heavy concentration of pedestrians, the Clean Zone period assists with maintaining pedestrian health, safety, and general welfare."

In practical terms: on match days, the streets around the stadium are managed for crowd flow, not normal daily use.

What the Clean Zone restricts

Based on the ordinance, the 2025 FIFA Club World Cup experience at the same venue, and the City of Miami's parallel Clean Zone for the Bayfront Park Fan Festival:

Unauthorized street vending is prohibited. Pop-up sellers, mobile merchandise vendors, and sidewalk retail operations within the zone cannot operate during the Clean Zone period. If you were planning to set up a table selling jerseys or souvenirs on the sidewalk near the stadium, you cannot do so without explicit city authorization. This is a FIFA requirement applied at every World Cup venue worldwide.

Unauthorized signage and advertising are prohibited. Mobile billboards, unauthorized banners, and commercial signage within the zone are restricted. FIFA's commercial rights agreements require a clean visual environment around official venues.

Ticket scalping is restricted. Reselling tickets on public property within the Clean Zone is prohibited. If you're selling a ticket you can't use, do it online through verified resale platforms (StubHub, SeatGeek), not on the street.

Unauthorized parking is restricted. Streets and public spaces within the zone that aren't designated for event parking will be enforced. Towing and citations are expected. If you normally park on a public street near the stadium, assume that space will not be available on match days.

Pedestrian access may be limited. During the 2025 FIFA Club World Cup at Hard Rock Stadium, pedestrian access to the stadium area was shut down hours before matches. Residents eventually got limited access restored, but only for daily necessities (getting home, going to work, medical appointments), not for match-day convenience. Expect the same approach in 2026.

What we learned from the 2025 Club World Cup

Miami Gardens already had a dress rehearsal. The 2025 FIFA Club World Cup hosted matches at Hard Rock Stadium with Bayern Munich, Real Madrid, and Boca Juniors. That experience is the blueprint for 2026:

Day 1 was the strictest. Security shut down pedestrian access earlier and wider than expected. Staff, media, fans, and neighborhood residents ran into evolving rules. By day two and three, coordination between police, stadium operations, and FIFA smoothed out, but the initial confusion was real.

Residents got limited exceptions. People living within the restricted area could access their homes if they demonstrated residency (ID, utility bill, lease). These exceptions were for daily life only, not for watching the match from your front yard.

The perimeter was extensive. The closure area extended further from the stadium than most residents anticipated. Streets normally open during Dolphins games or Grand Prix weekends had hard closures. One source described the FIFA security standard as "Super Bowl plus F1 plus federal coordination."

Things improved as the event progressed. By the final day, protocols were clearer, communication was better, and the flow between residential access and event security had found a workable rhythm. Expect the same learning curve starting June 15.

How to prepare if you live near the stadium

Assume match days are different from Dolphins Sundays. The Clean Zone for FIFA events is more restrictive than what you experience during NFL games or the Grand Prix.

Keep proof of residency accessible. A driver's license with your address, a utility bill, or a lease agreement may be required to enter the residential area within the perimeter on match days. Have it in your car or on your person.

Run errands before the zone activates. The Clean Zone begins hours before kickoff. For a 6:00 PM match, expect restrictions to start by early afternoon (1:00-2:00 PM or earlier). Groceries, pharmacy runs, and pickups need to happen in the morning.

Plan alternate routes. NW 199th Street and NW 27th Avenue will have hard closures or significant traffic control. If you normally use these roads to get home, identify alternate routes now. Test them before June 15.

Communicate with your household. Everyone in your home should know the match day schedule (June 15, 21, 24, 27, July 3, 11, 18), when restrictions start, and the plan for getting in and out.

Use the shuttle for your own match attendance. If you have tickets, driving to the match and back through the Clean Zone is the hardest way to do it. Drive to Golden Glades (10 minutes south, opposite direction of traffic), park, shuttle in.

How to prepare if you run a business nearby

Contact the city now. Call (305) 622-8000 and ask how the ordinance applies to your business address. Get clarity before June 15, not on June 15.

Update your hours and communication. Your customers need to know about access changes. Post signage with match day hours. Update your Google Business Profile. A restaurant that's open but unreachable because customers don't know the access route loses business it shouldn't lose.

Think about the post-match window. Restrictions ease after the match ends and crowds disperse (60-90 minutes after the final whistle). If your business can stay open late on match nights, you may capture fans leaving the stadium. The Colombia vs. Portugal match (June 27, 7:30 PM) will produce foot traffic until 11 PM or later.

Miami New Times confirmed this weekend that parking passes for World Cup matches at Hard Rock Stadium cost between $100 and $300 per match and must be purchased at least 24 hours before game time. Prices vary by match, with the marquee fixtures (Brazil, Colombia/Portugal) commanding the highest rates. Passes are available through FIFA's approved parking website alongside your match tickets.

At $100-$300 per match on top of $4.43/gallon gas, driving to the stadium is now the most expensive way to attend a World Cup match. For comparison: the free Game Day Express shuttle from Golden Glades, Aventura, MLK Station, or Seminole Hard Rock costs $0. The Brightline End Zone Express costs the price of a train ticket.
